A flag is 2 letters in disguise
There is no flag character as such. 🇺🇸 is the letters U and S written in a special alphabet used for nothing else, and a device that recognizes the pair draws a flag instead. Put 2 letters that are not a country next to each other and you get the 2 letters back.
That is why flags are the emoji most likely to show up as letters instead of a picture: Windows has never included the flag artwork, so a browser there shows US in small boxes. Nothing is broken and nothing is missing — the text is correct, and the device simply has no drawing for it. It is also why a flag takes the room of 2 characters rather than 1, which the Unicode inspector will show you.
